ECHA plans to update REACH guidance for registration of nanoform substances

ECHA is currently preparing an update of its Guidance on Information Requirements and Chemical Safety Assessment based on the output of the European Commission's REACH Implementation Projects on Nanomaterials.



As the next REACH registration deadline of the 31st May 2013 approaches at a fast pace, the European Chemicals Agency (ECHA) will facilitate compliance of all potential registrants well in advance.

For this purpose, ECHA intends to update the guidance on Information Requirements and Chemical Safety Assessment (IR & CSA) later this year, in line with the outcomes of two REACH Implementation Projects on Nanomaterials (RIP-oN 2 & 3), which were led by the Institute of Occupational Medicine's SAFENANO. The final reports of the two projects gained broad support from the different stakeholders participating in the project and were subsequently transmitted by the European Commission to ECHA.  ECHA will incorporate the specific advice into its guidance to enable appropriate safety assessment.

Registrants may already now find it useful to refer to the RIP-oN 2 & 3 reports when preparing registration dossiers covering nanomaterials. However, registrants are reminded to ensure that safe use of their substance should be demonstrated in the registration dossier, and hence that the data of the submitted properties as well as related risk assessment and management information should be applicable and appropriate for the nanoforms covered by the registration.

The RIP-oN 1 report on the substance identification of nanomaterials also contains useful information that can be integrated into the IUCLID 5 manuals. As the experience in addressing characterisation of nanoforms is still developing, the current ECHA guidance on substance identity will at present not be revised. Furthermore, for other areas it is clear that further scientific development and research are still necessary before providing definitive guidance updates.
